USD 230 BOE Meeting Recap

The Spring Hill School Board of Education met August 23, 2021 at the District Administrative Center to discuss several items. The following are some important highlights from the meeting:

Mask Resolution:

Greg Goheen, MVP's lead attorney for the district, presented a mask resolution to the Board. The mask resolution provides further justification and legal support for the August 16, 2021 action item which modified the Face Mask Medical Exemption Request Form by adding the option for a parent/guardian to sign the medical exemption certification. The Board adopted the resolution with a 4-1 vote.


The Board discussed sending a survey to the parent community regarding COVID-19 mitigation. The conversation will continue during the Board workshop on August 30, 2021.


The Board later discussed sending a letter to the Johnson County Board of County Commissioners regarding the recent health order. The Board will take action on whether or not to send a letter at the meeting on September 13, 2021.

Board Member Resignation:

The Board accepted the resignation of Board Member Eric Boyle, Position 6 - Area 3 with a 5-0 vote. Boyle served as a member of the USD 230 BOE for 20 years, and Dr. Burke and BOE members expressed their appreciation for his contributions to the district. This resignation is effective immediately.


The Board will fill the vacated position by adopting a resolution during the Board workshop on August 30, 2021 to publish the vacancy in the local newspaper. The Board will accept resumes from interested candidates and make an appointment at a future meeting.

Budget Workshop:

Doug Schwinn, director of business & finance, led the annual Budget Workshop with the Board. His presentation included current budget challenges and options for managing the budget moving forward.


The Board approved the publication of the notification of the budget hearing with a 5-0 vote. USD 230 will meet on September 13, 2021 at 6:30 PM at the District Administrative Center for the purpose of hearing and answering objections of taxpayers relating to the proposed use of all funds and the amount of tax to be levied.

Kansans Can Success Tour:

During the Superintendent's Report, Dr. Burke shared about the Kansans Can Success Tour and USD 230 as a host of one of the upcoming stops. Click here for more information about the event.

Middle School #3 Change Order:

Tim Meek, director of construction & safety, and representatives from JE Dunn shared construction updates regarding Middle School #3. The current bid for masonry bracing includes interior bracing that can withstand 40 MPH winds, however, based on local weather data, JE Dunn recommends external bracing that can withstand 62 MPH winds. This change order requires $27,332 from the contingency budget for the project. The Board approved this change order with a 5-0 vote.


During his construction updates, Meek also shared about the successful completion of the pavement rehab project at SHES and the tennis court rehab project at SHHS.

Public Participation:

23 individuals spoke during the public participation portion of the 8/23 meeting. The topics covered included COVID-19 and district mask policies. Click here to view the meeting’s public participation.
